In the east part of the city, there is a gang of avian criminals, who much like the Carrion Crew, have run rampant without anyone to stop them. Unlike the Carrion Crew, they attack without questions to property damage, to lives. They are the Diving Bombers and they will go through anyone to remind them all that they are in charge and nothing will change this.

Ruffled Grouse is their aerial spy as well their 'inside girl'.
